Senate sees coal, crypto, COVID bills




 

 

The first full week after crossover has been busy with many bills being passed out of committee and onto the floor of the Senate to be voted on to pass or fail.

At this point all are House bills and are mostly agency and corrective action bills that the House worked on at the beginning of the 68th session.

We are starting to get some bills of significant interest.

HB1185 Allows up to $5 million in loans from the coal development trust fund for inflated construction costs incurred on unanticipated construction or replacement projects or emergency repairs if the project was approved by voters between Jan. 1, 2021, and June 30, 2024. Loan interest rates are capped at 1.5 percent. This did fail in the Senate.

HB1082 This was a bill that had some concerns from a financial perspective and forms of global control. Many constituents were concerned about the long term effect of this legislation as it makes the crypto currency world in ND fit the UC code which is a universal code in the U.S.

HB 1139, related to requiring biological sex on birth records. Still in committee.

Energy and Natural Resources Committee. HB 1200, related COVID19 vaccinations and emergency use authorized vaccines for students at institutions of higher education, schools, and day cares. Still in committee. HB 1233 – relating to youth whitetail antlerless deer permits. HB 1366 – relating to wearing of a life preserver while barefoot skiing or surfing and to provide a penalty. HB 1049 – relating to nonresident youth hunting licenses for small game and waterfowl. HB 1175 – a bill for an act to provide for a legislative management study regarding the posting of school trust lands during big game hunting season. HB 1108 – International climate control. This bill would prohibit our state from enforcing any unconstitutional and overreaching International Climate Control mandates. The bill will come to the Senate floor with a 6-0 do pass recommendation.

IBC committee. HB 1229: This bill would create an exemption to current indoor smoking laws for cigar bars and lounges who meet certain requirements including a humidor on the premises, a separate enclosed area, and a ventilation system. HB 1088: House Bill 1088 alters the composition of the State Investment Board, who has the responsibility of administering investment programs for 28 funds within the state including the Legacy Fund, TFFR, PERS, and WSI.
